The regulatory framework
Japan regulates food and beverages through the Food Sanitation Act under the Ministry of Health, Labour and Welfare (MHLW), with the Consumer Affairs Agency (CAA) overseeing labelling and the three health claim systems: FOSHU (Food for Specified Health Uses), Function Claim Food (FFC), and Nutrient Function Food. FFC allows structure/function claims with 60-day pre-notification; FOSHU requires clinical evidence and government approval. MHLW also sets food additive and ingredient safety standards.
